Over and over again, this ideological shift tended to push PAR into the margin. This ideological shift has grown among the NGOs disillusioned by the market-driven agenda of the mid-1980s. As a result, the ideological differences were mainly noticed among the larger NGOs. Moreover, similar differences have also extended to the medium-sized and small NGOs in the rural areas of the country. These differences have become more prominent since the 1990s among the NGOs that ultimately jeopardized social movement(s), and which eventually demobilized the rural marginalized groups in the peripheries (Barua 2009). Despite this fact, there is a growing critical debate among the scholars and concerned citizens about the magnitude of NGOs and their roles in transforming rural society in the country in recent years (Lewis and Sobhan 1999). Over the years, it has been observed that larger NGOs are basically situated in the capital/satellite (core) who usually control the peripheries of the country. By contrast, medium NGOs are centered in the semi-periphery (district town), and small NGOs are based in the peripheries (villages) that are socially and politically connected to the people.1 In such an ideological shift, bigger NGOs often act in parallel to the state for investment and profit-making business instead of collective mobilization and the development of marginalized groups. Because of this divergence, the marginalized people are entrapped by the NGOs in Bangladesh (Barua 2009).
